中國國務院辦公廳日前印發《關于開展第一次全國政府網站普查的通知》，部署從2015年3月至12月，對全國政府網站開展首次普查，切實消除政府網站“僵尸”、“睡眠”等現象。

國務院辦公廳日前印發了一份關于政府網站評估指南的文件，文件指出將關閉不作為的“僵尸政府網站”。

“僵尸政府網站”可以用"zombie" government websites表示。僵尸（zombie）原指是靠巫術起死回生的僵尸，后引申為遲鈍無生氣的人或動作呆板而不動腦筋的人。在計算機時代，僵尸多指受黑客或某些特定程序操控的電腦或虛假賬號，比如zombie fan（僵尸粉）、zombie computer（僵尸電腦）等。

此次普查的目的是，摸清全國政府網站基本情況，有效解決一些政府網站存在的群眾反映強烈的“不及時（ information is not delivered in a timely manner）、不準確（ inaccurate ）、不回應（ not responsive）、不實用（not useful）”等問題，切實消除政府網站“僵尸”“睡眠”等現象。

如果網站出現將黨和國家領導人姓名寫錯（ misspell state leaders' names），無法打開（fail to open）、不更新（not updated）、發布偽造或色情內容（ publish fraudulent or sexually explicit content ）、三個月內不回復公眾問詢（no response to public inquiries in three months）等，就將被認定為“不合格網站”，應立即關停整改。讓政府官網（official government websites）充當聯結政府和民眾之間的便捷橋梁，而非官員政治形象的裝飾品（decorations for their political image）。
